Doug became the driving force for establishing a full-time, year-round volleyball training center. The facility was built in 1978, in Dayton, Ohio.

Three years later, that was in 1981 both the national team program and the training center were moved to San Diego, California. Doug formed a team by joining some of the top players in California. The team entailed Karch Kiraly, Dusty Dvorak, Steven Salmons, Pat Powers, Doug Partie, and Steve Timmons, Craig Buck. By 1983 the U.S. squad was among the top team in the world.
