John Ratcliffe Biography

Rep. John Ratcliffe (John Lee Ratcliffe) is an American politician and attorney and the immediate former congressman for Texas’s 4th district. Currently, he is the Director of National Intelligence for the Trump administration, a position to which he was confirmed by the Senate on May 21, 2020.

His appointment was a long way coming as President Trump had first announced his intention to nominate Ratcliffe to the post on July 28, 2019. After a number of Senators raised their concerns, Ratcliffe withdrew from the nomination. The Senators feared that his appointment could politicize the National Intelligence. Ratcliffe is viewed as one of the most conservative members of Congress and a Trump loyalist.

Mr. Ratcliffe was born northwest of Chicago in Mount Prospect, Illinois. His parents were teachers and he was the last child in a family of six children. Not much else is known about his parents and siblings.

Before becoming a Congressman representing Texas in Congress, Ratcliffe was the Mayor of Heath Texas serving from June 2004 to May 2012. Ratcliffe challenged 17-term incumbent Congressman Ralph Hall in the Republican primary on March 4, 2013 where he finished second with 29 percent of the vote, behind Hall’s 45 percent. He eventually won in the run-off with 53 percent of the vote. Hall was 91 years old at the time.

In the November 2014 general election, Ratcliffe was unopposed. The 4th District is predominantly Republican with a Cook Partisan Voting Index of R+25. He left his elected position after he was confirmed by the Senate as the director of National Intelligence on May 21, 2020.

On July 28, 2019, President Donald Trump announced his intention to nominate Ratcliffe as Director of National Intelligence to replace Dan Coats. However, after a number of Senators expressed their reservations with Trump’s choice, Ratcliffe withdrew his name five days later.

The president then expressed his intention for the second time on February 28, 2020. This time the Senate confirmed his nomination on May 21, 2020.

Ratcliffe is deemed to have been preferred for the Director of National Intelligence for his performance during the Senate impeachment trial.
On January 20, 2020, Ratcliffe was appointed as one of the Trump administration’s congressional members of the President’s impeachment team. Speaking shortly after the appointment Ratcliffe said:

“I took an oath to defend the Constitution. This impeachment is an assault on due process. It’s an assault on the separation of powers. It’s unconstitutional. I’m grateful for the opportunity to make that clear to every American during the Senate trial.”
