Hill became an attorney-adviser to Clarence Thomas in 1981. Clarence worked as the Assistant Secretary of the U.S. Department of Education’s Office for Civil Rights. In 1982, he became chairman of the U.S. Equal Employment Opportunity Commission (EEOC). Hill worked as his assistant until 1983. In 1991, President George H. W. Bush nominated Clarence Thomas, a federal circuit judge, to succeed retiring Associate Supreme Court Justice Thurgood Marshall.
Thomas had opposition as he had been a judge for only more than a year, it was until a report of a private interview of Hill by the FBI was leaked to the press. Hill accused Thomas of sexually harassing her while he was her supervisor at the Department of Education and the EEOC. Upon being questioned why she moved with him to EOC, she said working in a reputable position within the civil rights field had been her ambition. Further, she said Thomas asked her out socially many times during her two years of employment as his assistant but she declined all his requests.
Thomas then used work situations to discuss sexual subjects and push advances. She even took a polygraph test that supported her statements, but Thomas did not take a polygraph test. In addition, after extensive debate, the United States Senate confirmed Thomas to the Supreme Court by a vote of 52–48, the narrowest margin since the 19th century. He serves as an associate justice of the Supreme Court of the United States since 1991. After Thomas’s confirmation hearings, President George Bush dropped his opposition to a bill that gave harassment victims the right to seek federal damage awards.
