He was born James Anthony Patrick in the Hounslow, London, England to his parents Nora Mary and Patrick James “Jim” Carr. Carr is the second of three siblings including Colin Carr and Patrick Carr. His parents are Irish immigrants and his father worked as an accountant who became the treasurer for the computer company Unisys.

Carr’s parents were married in 1970 and separated in 1994, but never divorced. He spent most of his early life in the village of Farnham Common, Buckinghamshire. In 2001 Carr’s mother died of pancreatitis at the age of 57.
