Arthur  Caplan ( Arthur L. Caplan ) is an American author and the Drs. William F. and Virginia Connolly Mitty Professor of Bioethics at New York University Grossman School of Medicine. He is the founding director of the Division of Medical Ethics. Arthur has made many contributions to public policy such as being part of the founding group of the National Marrow Donor Program and assisting to create the system for distributing organs in the U.S.

He came up with the policy of required requests in cadaver organ donation which was adopted throughout the United States. Also, Arthur advised on the content of the National Organ Transplant Act of 1984 as well as rules governing living organ donation. Apart from that, the author advised on the legislation and regulation in many other areas of health care such as blood safety and compassionate use.

This came after his involvement in a gene therapy trial that resulted in the death of Jesse Gelsinger who was the research subject. The suit of the family settled with the University for an amount of money that was never disclosed. In exchange, they would drop Arthur from the suit. Later, the federal government’s suit on the same facts was settled for $500,000.
