She finished in the third position on the 1988 Olympic Team when she was 15.

During the 1989 Pan Pacific Championships, she won a silver medal in the 200 individual medleys behind Lin Li of China. Also, she won the 400-meter individual medley and the 200-meter butterfly in 1991. She joined Stanford University to swim under Hall of Fame coach Richard Quick in 1991. Moreover, in her first two years, she won eight NCAA National Championship titles.

Summer became the 1991 and 1992 recipients of the Honda Sports Award for Swimming and Diving. At the 1991 World Championships in Perth, she won three medals, gold for the 200-meter butterfly, silver for the 200-meter individual medley, and bronze for the 400-meter individual medley. Further, she became the first American woman to qualify for four individual events at one Olympiad at the 1992 Olympic Trials.
